The Arizona Sports and Tourism Authority
(Authority) has several responsibilities, including operating the University of
Phoenix Stadium multipurpose facility, distributing monies for tourism
promotion, and funding the development of Cactus League facilities and youth and
amateur sports facilities and programs. The Authority may be unable to pay its
operating expenses by as early as October 2009, but has begun efforts to address
its financial situation. Additionally, it should enhance its oversight of the
facility manager. Finally, the Authority is fulfilling its responsibilities for
tourism promotion and Cactus League and youth and amateur sports development,
but can make minor improvements in its youth and amateur sports policies.
