Arizona Department of Transportation - Aspects of Construction Management (July 2006, Report No. 06-05)

 
 

The Arizona Department of Transportation (ADOT) relies heavily on engineering consultants to design, develop, and manage highway projects, and on contractors to build and maintain the roads, bridges, and landscaping. ADOT should evaluate its use of consultants and optimize internal resources to reduce consultant usage. ADOT should improve inspection consistency, documentation, and follow-up to help ensure compliance with construction standards. ADOT should also address its backlog of consultant and construction audits to help ensure that contract payments are proper.
